Build a federal RFP requirement matrix from local documents

Compare a fictional solicitation, amendment, and capture memo to track changed deadlines, deliverables, and unanswered proposal questions.

A proposal matrix is useful only if every requirement points to the controlling solicitation version. Start with the issued solicitation and amendments, then compare your team’s readiness against them. Keep internal interpretations in a separate column.

The question this exercise answers

This fictional telemetry RFP changes a submission date and a delivery interval. The exercise is about tracing those changes, not checking a real contractor’s eligibility or reproducing current certification requirements.

Locate the passages before asking for a comparison

Create a separate Workspace for the exercise. Import the individual records and wait for each to show Ready. Open Document details and check the retained text. These TXT exercises do not demonstrate PDF layout extraction or OCR.

In Search, try CDRL A004 in Exact phrase mode, without adding quotation marks. Search each relevant file as well as the collection. If wording differs, try Keyword or Hybrid and inspect the returned passages. A missing result is a reason to check wording, scope, and extraction—not proof of absence.

Choose the records allowed to answer

Select record-01.txt and record-02.txt for the requirement comparison. Exclude the internal memo until the baseline is established. In Chat, use Answering from → Selected documents. Search filters and Question Scope are separate controls; setting one does not set the other.

List changes to CDRL A004 and the proposal submission deadline introduced by Amendment 0003. Give the original term, amended term, and supporting passage. Preserve the time-zone wording exactly.

Check the result against the source

The following is an editorial answer key derived from the fictional files, not a recorded model response. Answers may omit relevant evidence; use Direct Search and the original records to complete the review.

Keep a review record

Create columns for requirement ID, exact text, controlling amendment, response location, owner, due date, evidence needed, and open clarification. Maintain the final matrix in your proposal system; this walkthrough does not claim an automatic matrix-export feature.

When a question needs two sides, open evidence from both. Check the filename, retained passage, surrounding conditions, and the original source where layout matters. A saved citation supports inspection; it does not certify the source or the conclusion.

Processing and professional boundaries

Permission to store and process solicitation material, especially controlled information, must be assessed for the environment. A local Windows app does not confer CMMC certification or an authorization to process CUI.
