================================================================================ NAVAL TACTICAL TELEMETRY & SECURE AVIONICS — FEDERAL RFP TEST PACK FOR TESTING OFFLINE / LOCAL DEFENSE CONTRACTING & FAR COMPLIANCE WORKFLOWS ================================================================================ NOTICE: This is a fictional test corpus prepared for federal procurement capture, defense proposal analysis, and AI grounding evaluations. All solicitation numbers, agency designations, contract data requirements lists (CDRLs), and specifications are synthetic and do not depict active or classified defense procurements. ================================================================================ ================================================================================ RECORD 1: SOLICITATION N00019-26-R-0104 (ORIGINAL RFP EXCERPT) ISSUING AGENCY: NAVAL AIR SYSTEMS COMMAND (NAVAIR) PROGRAM: TACTICAL AIRBORNE TELEMETRY INTEGRATION (TATI) RELEASE DATE: JANUARY 15, 2026 | CONTRACT TYPE: FIRM-FIXED-PRICE (FFP) / CPFF ================================================================================ SECTION C: STATEMENT OF WORK (SOW) 3.2. Hardware Environmental Qualification & Thermal Stress The Contractor shall design, fabricate, and qualify the Airborne Telemetry Transceiver Unit (ATTU) in accordance with MIL-STD-810H Method 501.7 (High Temperature) and Method 502.7 (Low Temperature). The unit shall maintain uninterrupted telemetry transmission at sustained operational temperatures ranging from -40°C to +71°C at altitudes up to 50,000 feet mean sea level (MSL). 3.8. Cybersecurity and Covered Defense Information (CDI) The Contractor shall comply with DFARS 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting). The Contractor shall demonstrate implementation of the 110 security requirements specified in NIST SP 800-171 Rev. 2 by submitting an active Supplier Performance Risk System (SPRS) score of not less than 85 at the time of proposal submission. Offerors with open Plans of Action and Milestones (POA&Ms) are eligible for award provided all items are scheduled for closure within 180 days post-award. SECTION L: INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS L.4. Proposal Organization and Page Limitations Offerors shall submit proposals organized into four separate volumes: Volume I: Executive Summary & Cross-Reference Compliance Matrix (Limit: 25 pages) Volume II: Technical & Management Approach (Limit: 100 pages, font Segoe UI 10pt minimum) Volume III: Past Performance (Limit: 40 pages) Volume IV: Cost / Price Proposal (No page limit, unlocked Excel spreadsheets required) L.12. Contract Data Requirements List (CDRL) Delivery Schedules The Contractor shall deliver CDRL A004 (System Security Architecture & Data Flow Plan) within thirty (30) calendar days after contract award (DACA). SECTION M: EVALUATION FACTORS FOR AWARD M.2. Basis for Award The Government will award a single contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and represents the Best Value to the Government, utilizing a Tradeoff Process in accordance with FAR 15.101-1. Technical and Past Performance, when combined, are significantly more important than Cost. ================================================================================ RECORD 2: SOLICITATION AMENDMENT 0003 (EXCERPT) SOLICITATION NO: N00019-26-R-0104-0003 EFFECTIVE DATE: MARCH 10, 2026 ================================================================================ AMENDMENT PURPOSE: The purpose of this Amendment 0003 is to update Section C Cybersecurity Mandates, revise Section L Deliverable Schedules, and extend the proposal closing date. 1. REVISION TO SECTION C.3.8 (CYBERSECURITY MANDATES): Section C.3.8 is hereby deleted in its entirety and replaced with the following: "The Contractor and all tier-1 subcontractors handling Covered Defense Information (CDI) shall possess an active Cybersecurity Maturity Model Certification (CMMC) Level 2 Third-Party Assessment Organization (C3PAO) certification at the time of proposal submission. NIST SP 800-171 self-assessments and open POA&Ms shall NO LONGER be accepted. Offerors lacking validated C3PAO certification at submission shall be deemed non-compliant and eliminated from the competitive range without evaluation." 2. REVISION TO SECTION L.12 (CDRL A004 SCHEDULE): Section L.12 is amended to require delivery of CDRL A004 (System Security Architecture) within fourteen (14) calendar days after contract award (DACA), accelerated from thirty (30) days. 3. EXTENSION OF PROPOSAL SUBMISSION DEADLINE: The proposal due date is extended from April 2, 2026, to April 24, 2026, at 14:00 EST. ================================================================================ RECORD 3: INTERNAL BID-NO-BID AUDIT MEMORANDUM (CAPTURE TEAM) ORGANIZATION: AEGIS AEROSPACE DYNAMICS — DEFENSE CAPTURE DESK DATE: MARCH 18, 2026 | CLASSIFICATION: PROPRIETARY COMPETITIVE STRATEGY ================================================================================ EXECUTIVE CAPTURE AUDIT FINDINGS: AMENDMENT 0003 RISK RECONCILIATION 1. Disqualification Hazard on CMMC Level 2 Third-Party Audit Our baseline capture plan relied on our SPRS self-assessment score of 98 with two open POA&Ms (FIPS 140-3 cryptographic modules and physical access badges). Under Amendment 0003, this eliminates Aegis Aerospace from competition. While Aegis passed its preliminary DIBCAC audit, our formal C3PAO certificate is not scheduled for issuance until May 15, 2026—three weeks after the extended submission deadline of April 24, 2026. Capture counsel must immediately file an agency-level clarification request challenging the timing of pre-award CMMC certification under DFARS 252.204-7021. 2. Supply Chain Subcontractor Exposure Our primary thermal management subcontractor, Kestrel Cryogenics, has not initiated CMMC Level 2 assessment. If Kestrel receives engineering drawings containing CDI, their lack of certification will render our Volume II technical submission non-responsive. 3. Accelerated CDRL A004 Delivery Compression Accelerating CDRL A004 from 30 DACA to 14 DACA requires front-loading security architecture deliverables into pre-award engineering sprints, adding $115,000 in unallowable capture overhead to Volume IV.
