Hardware Environmental Qualification & Thermal Stress The Contractor shall design, fabricate, and qualify the Airborne Telemetry Transceiver Unit (ATTU) in accordance with MIL-STD-810H Method 501.7 (High Temperature) and Method 502.7 (Low Temperature). The unit shall maintain uninterrupted telemetry transmission at sustained operational temperatures ranging from -40°C to +71°C at altitudes up to 50,000 feet mean sea level (MSL). 3.8. Cybersecurity and Covered Defense Information (CDI) The Contractor shall comply with DFARS 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting). The Contractor shall demonstrate implementation of the 110 security requirements specified in NIST SP 800-171 Rev. 2 by submitting an active Supplier Performance Risk System (SPRS) score of not less than 85 at the time of proposal submission. Offerors with open Plans of Action and Milestones (POA&Ms) are eligible for award provided all items are scheduled for closure within 180 days post-award. Contract Data Requirements List (CDRL) Delivery Schedules The Contractor shall deliver CDRL A004 (System Security Architecture & Data Flow Plan) within thirty (30) calendar days after contract award (DACA). SECTION M: EVALUATION FACTORS FOR AWARD M.2. Basis for Award The Government will award a single contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and represents the Best Value to the Government, utilizing a Tradeoff Process in accordance with FAR 15.101-1. Technical and Past Performance, when combined, are significantly more important than Cost.
