RECORD 1: ETHICS & COMPLIANCE ANONYMOUS HOTLINE INTAKE REPORT
CASE ID: ETH-2026-0892 (PROJECT ORION)
DATE LOGGED: OCTOBER 28, 2026
================================================================================

Complainant: Anonymous Employee (Identified as Global Infrastructure Sourcing Team Member)
Subject of Report: Marcus Vance, Vice President of Global Infrastructure & Cloud Architecture
Allegation Summary: Procurement Steering, Undisclosed Conflict of Interest, and Commercial Kickbacks

Report Details:
During October 2026, Global Infrastructure awarded Master Purchase Order #PO-98441 valued at
$4,850,000 to NexaByte Logistics LLC for high-density flash storage racks. The complainant
states that a competitive Request for Proposal (RFP-2026-44) was active with three qualified
bidders (Apex Data, StorCore, and NexaByte).

On or about October 11, Marcus Vance allegedly instructed the procurement team to terminate
the competitive bidding process prematurely under a fabricated "critical system emergency
exemption." The contract was awarded directly to NexaByte at a 18% price premium over StorCore's
submitted proposal.

The complainant further alleges that Marcus Vance attended an undisclosed luxury hospitality
event in Monaco (October 3–6, 2026) paid for by Derek Miller, Chief Executive Officer of NexaByte
Logistics, in direct violation of the Corporate Code of Conduct and Vendor Anti-Bribery Policy.
