EXECUTIVE CAPTURE AUDIT FINDINGS: AMENDMENT 0003 RISK RECONCILIATION

1. Disqualification Hazard on CMMC Level 2 Third-Party Audit
Our baseline capture plan relied on our SPRS self-assessment score of 98 with two 
open POA&Ms (FIPS 140-3 cryptographic modules and physical access badges). Under 
Amendment 0003, this eliminates Aegis Aerospace from competition. While Aegis passed its 
preliminary DIBCAC audit, our formal C3PAO certificate is not scheduled for issuance 
until May 15, 2026—three weeks after the extended submission deadline of April 24, 2026. 
Capture counsel must immediately file an agency-level clarification request challenging 
the timing of pre-award CMMC certification under DFARS 252.204-7021.

2. Supply Chain Subcontractor Exposure
Our primary thermal management subcontractor, Kestrel Cryogenics, has not initiated 
CMMC Level 2 assessment. If Kestrel receives engineering drawings containing CDI, their 
lack of certification will render our Volume II technical submission non-responsive.

3. Accelerated CDRL A004 Delivery Compression
Accelerating CDRL A004 from 30 DACA to 14 DACA requires front-loading security architecture 
deliverables into pre-award engineering sprints, adding $115,000 in unallowable capture 
overhead to Volume IV.
